We are looking for a People and Capability Manager to join us in the Commercial, Vaccines and Countermeasures Delivery (CVCD) Operations team. The successful candidate will hold a key role ensuring that the CVCD directorate has the talent and capability required to deliver their objectives.
The role holder will support the CVCD People and Capability Lead to continue to shape the CVCD People and Capability Plan, mission, vision and aim and will deliver best practice and standards across CVCD and UKHSA. The role will be predominantly focused on capability uplift and learning and development.

The CVCD People and Capability Manager sits within the CVCD Operations team and is responsible for ensuring that the whole CVCD function has the necessary Talent and Capability.
You will lead on a range of activities such as analysing and communicating the results of the annual People Survey, supporting early talent initiatives such as apprenticeships and supporting with delivery of the performance management process. You will work with colleagues to understand capability gaps and identify appropriate and effective interventions to address these gaps. You will be responsible for the planning, communication and delivery of the learning and development offering for the CVCD directorate, which is released quarterly, dealing with internal stakeholders, external suppliers and subject matter experts. As part of this you will track and manage the learning and development budget whilst ensuring all learning spend is in line with spend controls, to ensure the organisation gets the best outcome both in terms of quality of learning and value for taxpayers.
This list is not exhaustive and flexibility will be required to support the team on other projects and tasks as they arise, as required by the CVCD People and Capability Lead. You may from time to time be required to support the wider CVCD People and Capability team, which is responsible for resourcing, workforce planning, business planning and people data and reporting.

Detailed job description and main responsibilities
- Operating as a proactive member of the CVCD Operations team, working collaboratively with colleagues to create a culture that fosters diversity and inclusiveness that makes UKHSA an employer of choice
- Manage the Learning & Development budget for the directorate working with the SLT and finance team to ensure budget is maximised and spent compliantly, maintaining Cabinet Office controls
- Building on the current capability needs analysis work for CVCD to include vaccines and operational delivery profession, designing and delivering Learning and Development outputs and recommendations to enable the business to fulfil its potential
- Developing a quarterly learning offering to meet the needs of multi profession colleagues and liaising with suppliers and course delegates to deliver the offering
- Design, track and present learning metrics to the SLT monthly People Board. Demonstrating the success of the learning programmes
- Developing and leading the CVCD induction session for new starters to welcome them to the function, looking at utilising learning platforms and innovative ways of delivery
- Analysing the annual People Survey results for CVCD and working with the Senior Leadership Team (SLT) to understand their team’s results, providing support and guidance in identifying areas for improvement
- Ensuring Talent Management strategies are implemented and delivered, ensuring engagement and understanding from the teams involved
- Lead & develop early talent initiatives such as Apprenticeships and Commercial Fast Stream
- Supporting the CVCD People and Capability Lead with delivery of the GCO performance management process
- Supporting the delivery of all programmes of change related to CVCD People and Capability, as required by the CVCD People and Capability Lead

This role is being offered as hybrid working based at any of our Core HQ’s. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQ’s (Birmingham, Leeds, Liverpool, and London).
Our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).
Future location
UKHSA is investing in a new state-of-the-art National Biosecurity Centre in Harlow, Essex, which will eventually bring together teams currently based at Canary Wharf, Colindale and Porton Down. For more details, please see: Huge biosecurity centre investment to boost pandemic protection - GOV.UK.
The new facilities will start becoming operational in the mid-2030s, with full completion by 2038. Staff will move in phases as facilities become available. For posts on UKHSA Civil Service terms and conditions, new entrants to the Civil Service are expected to start on the minimum of the pay band. For existing Civil Servants and roles advertised across government, the rules of transfer apply, i.e., level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive a 10% increase. Either case is determined by whichever is the highest.
The Civil Service pay structure and progression is different from NHS Agenda for Change (AfC), most local authority pay grades and other systems that have annual pay increments. For further details, please refer to the Information Sheet- Starting Salaries & Benefits attachment.
For AfC or Medical/Dental posts, you must have the correct professional registration to be appointed. The pay will follow the AfC or Medical & Dental terms & conditions.
