Job overview
Cyber Operations purpose is to support safe care and build public trust by building NHS England’s cyber resilience and enabling the wider health system to be cyber resilient, supporting Transformation Directorate’s purpose of delivering the best care and outcomes for the NHS.
The Cyber Operations sub-directorate consists of 4 operational areas:
- Cyber Security Operations Unit (CSOU).
- Cyber Delivery Unit (CDU).
- Cyber Improvement Programme (CIP).
- Chief Information Security Office Function (CISO).
The Cyber Improvement Programme (CIP) aims to deliver cyber improvements that provide long-term foundational change towards sustainable cyber risk management across the health and social care system, working towards the vision of creating a health and care sector that is resilient to cyber-attack, improving the safety of patients and service users through good cyber security.

In this role you will be responsible for the delivery of multiple projects/programmes/workstreams within the Cyber Improvement Programme with a specific focus on change management and accountability and responsibility for:
- The delivery of projects and programmes relating to system change, working with colleagues and subject matter experts to scope, plan design and deliver those across multiple organisations.
- The delivery of the whole lifecycle of allocated programmes of work containing multiple projects, reporting on progress and managing risks and issues, acting as a point of escalation for project and programme managers within the team.
- The delivery of complex organisational change programmes and facilitating the uptake of initiatives that support excellence and embedding of cyber security across the health and care system.
- Stakeholder engagement and communications engaging on complex issues, strategy and policy with stakeholders at all levels including programme reporting to stakeholders and senior NHS England and Department of Health colleagues.
- Forging close working relationships across the organisation and beyond to facilitate an effective matrix management approach to delivery of projects and programmes of work to ensure integration at all levels.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.
Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.

All NHS England Cyber Security personnel must hold Security Clearance level as a minimum. To meet National Security Vetting requirements, SC clearances require 5 years continuous UK residency. In certain cases, this can be reduced to three years continuous UK residency, with additional overseas checks for the previous two years. Candidates who were posted abroad for service with HM Government, Armed Forces or within a UK government role - will still be considered.
Please make sure you meet these requirements before applying for this role. You don’t need to have SC already, however, failure to achieve the requirements for SC after offer will result in the job offer being withdrawn. - Demonstrates experience of scoping, designing, costing and managing complex projects and programmes including the development of key performance indicators and milestones, managing conflicts, ensuring that interdependencies are managed effectively and that risks are mitigated appropriately to deliver within agreed timescales and budgets.
- Demonstrates considerable experience of effectively delivering business change initiatives within the health and care system to facilitate adoption and take up of products and services across the health and care system in order to realise mutual benefits.
Desirable criteria
- Demonstrates experience of writing and delivering high-level programme reports for programme boards assessing progress against milestones, status, resource requirements, issues, risks and dependencies, making recommendations on mitigation and management of risk where a range of options may exist.

Essential criteria
- Demonstrates ability to communicate, engage and build successful relationships with key internal and external partners including influencing and negotiating on difficult and contentious issues which are critical in securing the strategic objectives of the programme.
