Calderdale and Huddersfield Solutions Ltd – a wholly-owned subsidiary at the Calderdale and Huddersfield Foundation Trust.
Following consideration of an in-depth feasibility study and comprehensive discussions with staff, trade unions and other stakeholders in 2017 and 2018 CHFT decided at its meeting in February 2018 to set up a wholly-owned subsidiary to manage its estates, facilities, medical engineering and procurement functions.
The subsidiary is called Calderdale and Huddersfield Solutions Ltd (CHS) and opened for business on September 1st, 2018.

Job overview
CHS are looking to appoint a highly experienced estates professional to the role of Senior Estates Officer (Electrical). The successful applicant will be responsible for operational management of the estates electrical department including inhouse resource and contractors, ensuring all works meet statutory and mandatory compliance, ensuring adherence with industry standards and best practice ie: HTM and HBNs and internal policies and procedures, providing assurances to the deputy managing director and ultimately the CHS Board of Directors and ensuring a safe environment for patients, visitors and staff.

§ Responsible for the operational delivery of estates technical services at Calderdale and Huddersfield NHS Foundation Trust, including, estates building and engineering services maintenance and associated contracted service and contract management. Ensuring the provision of a safe, supportive, and sustainable environment for patients is maintained in accordance with any statutory or mandatory requirements including a CQC rating of “GOOD” as a minimum standard.
§ Responsible for ensuring all associated policy and procedures are developed, reviewed, and implemented as required.
§ Must be prepared to support and cover for other Estates and Facilities Divisional functions as required within the range of skills, knowledge and experience as agreed with the General Manager Technical Services.

Detailed job description and main responsibilities
- To establish and measure the quality of all Trust wide estate technical services and contribute to negotiations in relation to contracting matters provided against contract specifications, national/local standards, and Trust financial criteria.
- To assist the General Manager Technical Services to manage and develop the Trust estate, to ensure that all services meet statutory and NHS guidance
· Responsible for ensuring services are delivered in compliance with relevant statutory and regulatory requirements, contract specifications, performance management systems, key performance indicators and contractual obligations.
· Responsible for acting as AP and/or CP for associated estate services functions.
· Provide professional and technical support to facilities management colleagues and wider Trust teams.
- To develop and implement and manage a robust Planned Preventative Maintenance system that ensures compliance with all associated HTMs, HSE statute and best practice guidance.
· Provide technical support to the capital development team to ensure that capital schemes and minor works are delivered in compliance with any associated HTM and HBN requirements.
· Provide advice, guidance and support to the Trust and its partners on estate maintenance management to encourage appropriate and innovative management solutions.
· Contribute to the strategic planning process at Divisional level, to ensure that a full account of matters relating to sustainable estate maintenance management issues arising from internal and external trends are realised.
· Contribute to the development and dissemination of policy and guidance in line with NHS and Trust priorities and operational needs to ensure that staff can make well-founded management decisions.
· Act as local champion for sustainable property use and development by raising awareness, promoting the availability of expertise and the contribution that the function can make to Trust-wide objectives, to enable managers and other disciplines to take full advantage of the specialist advice available.
· Maintain & develop the Trusts records as appropriate and contribute to the effective management and wider sharing of knowledge and information to develop and promote involvement in and understanding of the Trust’s estate.
· Participate in appropriate internal and external meetings and forums to ensure the delivery of a complaint estate service and assist in the future development of the Trust estate and to ensure that regional and national policy is implemented at local level.
· As directed, to ensure that the management of notices from the Department of Health and NHS Estates are acted upon and objectives met.
· To assist in the development and modernisation of the estate services in order that recognised best practice is adopted wherever possible.
· Assist in the development and maintenance of the Building Information Modelling (BIM) as well as providing assistance to others towards the Trust's performance against any other appropriate standards.
· Assist with the development of the Trust's interface and SLAs with its NHS and PFI partners.
· Where possible measure performances of contracting bodies and inform the client body.
· As directed by the General Manager Technical Services, undertake appropriate special projects.

- Demonstrable post qualification at senior estates level within a public sector organisation or consultancy with experience in managing a range of NHS estates services
- Proven expertise in strategically and operationally managing day to day performance
- Able to participate in service evaluation activities and processes
- Able to support the development of supplier performance metrics and contract performance systems and in briefing Senior Management using Key Performance Indicators if appropriate
- Able to help develop associated estates works and service specifications and tender documentation as part of commissioning and procurement processes
- Demonstratable ability to assist senior managers with the establishment of new estates systems and service delivery models
- Able to ensure that all the estates services activity meets legislative requirements through professional knowledge and, where required, liaison with professional advisors
- Demonstrate a commitment to continuing professional development and academic progression
- A good working knowledge of computers with exposure to related software and operating systems such as Microsoft, AutoCAD, and BIM
