Job overview
· An exciting opportunity to be the national lead for Counter Fraud Services (Wales) and is accountable for the provision of a high quality, efficient and effective counter fraud service in NHS Wales.
· Provides professional support, direction and strong leadership to the network of Local Counter Fraud Specialists within NHS bodies in Wales as well as operational line management of the NHS Counter Fraud Services Wales team.
· Provides specialist guidance to NHS Wales Directors of Finance and to Welsh Government officials, working closely with the NHS Counter Fraud Authority, National Crime Agency and Regional and National police forces, HMRC and DWP.
- The role will report directly to the Welsh Government and is professionally accountable to the NHSCFA and will report to the host (NHS Wales Shared Services Partnership) on budgetary and employment issues.
Advert
· Lead on embedding a robust, proactive and responsive anti-fraud culture across NHS Wales.
Responsible for ensuring that robust arrangements are in place to investigate all potential economic crime cases in NHS Wales including appropriate criminal sanctions and financial recoveries for NHS Wales.
Make effective use of technology, to inform data driven decision making and make use of trend analysis and dashboard reporting tools to inform risk assessments and help to prioritise proactive fraud detection work undertaken by LCFSs, and wherever possible in investigations.
Develop a three-year work plan, aligned to Integrated Medium Term Planning cycle that sets out the key objectives and milestones for the Counter Fraud Services Wales team. Building incrementally year on year with measures of continuous improvement incorporating the Duty of Quality domains.
Represent Counter Fraud Services Wales at an All-Wales Public Sector level and engage in collaborative activities including the Wales Fraud Forum and engage in collaborative activities including four nations meetings.
Advise the Welsh Government on delivery against the Counter Fraud Authority annual work plan and changes required to the service level agreement.

Act as the professional and strategic lead for NHS Wales, on all proactive and investigation issues and having full access to all NHS Wales cases on the Case Management System (as stipulated by NHSCFA), ensuring a consistent and high-quality approach to progressing investigations and countering economic crime across the NHS in Wales in compliance with relevant legislation.
Act as Single Point of Contact (SPOC) for approval of access to sensitive and restricted data maintained by Regional and National Police Services, National Crime Agency (NCA), HMRC, DWP and Border Force.
Act as Senior Authorising Officer (SAO), empowered to review and approve appropriate confiscation, restraint and money laundering actions via the Proceeds of Crime Act (POCA) 2022, and maintain appropriate accreditation by the NCA.
Support the Chair of the NHS Wales Counter Fraud Steering Group, as a member of the group, which provides oversight of Counter Fraud Services in Wales and acts as an Advisory Group to the Welsh Government in respect of action required and opportunities for improvement.
Develop measures to track improvement and monitor progress with achieving the objectives and outcomes set out in the Counter Fraud Strategy.
Required to produce quarterly performance reports including highly complex statistical data and analysis of several components for Directors of Finance, Counter Fraud Steering Group, internal and external auditors and the Welsh Government, and an Annual Report.
Responsible for ensuring arrangements are in place with the NHSCFA for a cyclical review of performance and effectiveness of the Counter Fraud Services Wales team. Lead on the implementation of any recommendations arising from such reviews.

Essential criteria
- Masters Degree of equivalent experience in the field of fraud prevention and investigation
- Accredited Counter Fraud Specialist or Government Counter Fraud Professional or equivalent accreditation.
- Evidence of continuing professional development, education and training at a senior management level.
- Extensive knowledge and experience of prevention and investigation best practice approaches to risk assessment and outcome measurement techniques in the field of fraud prevention and investigation.
- Thorough knowledge of the criminal justice system in England and Wales.
Desirable criteria
- Accredited Financial Investigator or Senior Authorising Officer within the context of the Proceeds of Crime Act (POCA).
- Specialist surveillance and fraud investigation qualifications.
Experience
Essential criteria
- Proven significant experience of providing dynamic and effective leadership, able to inspire and to motivate own team, and other key stakeholders.
- Significant experience at a senior level in dealing with the management of complex fraud investigations including those relating to economic crime.
- Extensive experience of managing professional and administrative staff and financial resources to achieve strategic and operational objectives such as the NHS Wales Fighting Fraud Strategy.
- Extensive experience of assessing new legislation/regulations/policy changes and of designing and implementing new ways of working and strategies to influence changes in practice.
- Significant experience of dealing with highly complex and contentious situations and providing advice to senior stakeholders such as Directors of Finance, and Welsh Government officials.
Desirable criteria
- Political awareness, displaying a clear understanding of the implications of both national and local priorities and how they can be effectively managed and delivered.
- Experience of risk management, financial control and governance frameworks operating within the NHS.
- Experience of drafting briefings and speaking at conferences as a subject matter expert.
