The Surge Testing Manager role presents an incredible opportunity to be part of a team that will add significant value at the forefront of UK health protection structured to perform both in ‘steady state’ and ‘surge state’ as required.
The Surge Testing Manager role will support the continued development and operationalisation of surge testing capability. This includes developing and implementing processes and systems across the organisation to enable the rapid deployment of scalable, pathogen-agnostic testing solutions, using a range of deployment methods and data tools.

- Influence senior managers in relation to the design and delivery of UKHSA’s surge testing & diagnostics capability. This responsibility involves aligning and drawing inference and conclusions from the data and outputs from multiple concurrent workstreams across UKHSA focusing on lab capacity, in-person testing capability and product procurement activity.
- Lead the monitoring and coordination of milestones across a number of distinct surge testing workstreams to identify risks and interdependencies across these to create transparent reports for senior stakeholders and governance forums.
- Shape procurement activity for diagnostic products and services, defining operational requirements and ensuring compatibility across labs and the Surge Response Service.
- Drive the development and integration of innovative services and tools - including the Surge Response Service, Test Site in a Box, and diagnostic tests - into UKHSA’s wider incident response frameworks.
- Oversee strategic planning and operational readiness of surge laboratory capacity, including the development of external surge models, and ensuring an ongoing and up to date understanding of NHS capacity availability.

Main Duties Continued
- Provide expert operational knowledge to ensure diagnostic products, surge lab models and surge testing capabilities are fit for rapid deployment during public health incidents.
- Collaborate with internal and external stakeholders to design and develop ad-hoc data solutions for test kit ordering, fulfilment, and results reporting where existing routes are not available.
- Be ready-to-respond including being deployed to any location within the UK in a serious Surge Testing scenario.
- Collaborate with stakeholders at all levels across UKHSA, including attending and presenting at various senior meetings and forums
The Surge Testing Manager will play a pivotal role in ensuring UKHSA is operationally ready to respond to current and emerging public health threats. The role will report into the G6 Head of Surge Testing who has responsibility for building and maintaining surge testing and diagnostic capability which would need to be deployed at pace during incidents and/or public health emergencies. The postholder will be required to balance strategic planning with hands-on delivery, ensuring that UKHSA has the capacity, systems, and processes in place to mobilise a scalable, pathogen-agnostic testing response.
You will work across multiple workstreams including lab capacity, diagnostic product development and procurement, fulfilment, and in-person testing solutions, ensuring they are aligned, resilient, and ready for mobilisation. This includes supporting the operationalisation of services such as the Surge Response Service, Test Site in a Box, and the integration of new diagnostic products. You will also ensure that external partnerships with commercial laboratories can be triggered as part of a flexible surge model.
Role Criteria and Other Requirements
Essential role criteria (including qualifications, licenses and registrations):
- Demonstrable experience of working in Testing Operations in a surge or pandemic testing environment at middle management level
- Ability to think creatively to respond to rapidly to evolving circumstances whilst remaining solutions driven
- Understanding and experience of specific Testing use cases and cohorts and associated variables with digital solution generation.
- Demonstrable experience of contributing to complex, multi-functional programmes, balancing competing demands and priorities.
- Strong organisational and planning skills, with a track record of managing competing priorities, time pressures, and delivery deadlines.
- Excellent interpersonal and communication skills, including experience in presenting to senior stakeholders and influencing decision-making
- Robust analytical skills with the ability to assimilate and draw meaning from complex data in order to write and present clear reports for a senior audience
- Ability to translate complex data and information to ensure understanding by the audience
- Demonstrable stakeholder management skills at all levels of the organisation
- Experience of working with procurement processes

Eligibility Criteria - Across Government
This vacancy is open to all Civil Service employees and employees of accredited non-departmental public bodies (NDPBs) who were appointed on merit following a fair and open competition; or were appointed to a permanent post through an exception in the Civil Service Commissioners' rules. Prior agreement to be released on a loan basis must be obtained before commencing the application process. In the case of Civil Servants, the terms of the loan will be agreed between the home and host department and the Civil Servant. This includes grade on return.

This role is being offered as hybrid working based at any of our Core HQs.

If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.

For posts on UKHSA Civil Service terms and conditions, new entrants to the Civil Service are expected to start on the minimum of the pay band. For existing Civil Servants and roles advertised across government, the rules of transfer apply, i.e., level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive a 10% increase. Either case is determined by whichever is the highest.
The Civil Service pay structure and progression is different from NHS Agenda for Change (AfC), most local authority pay grades and other systems that have annual pay increments. For further details, please refer to the Information Sheet- Starting Salaries & Benefits attachment.
For AfC or Medical/Dental posts, you must have the correct professional registration to be appointed. The pay will follow the AfC or Medical & Dental terms & conditions. For Temporary Appointments, if you are not currently a civil servant, you will take up the post on a Fixed Term appointment. You may be able to take this role up as a Secondment. The new facilities will start becoming operational in the mid-2030s, with full completion by 2038. Staff will move in phases as facilities become available.
