Trosolwg o'r swydd
The Blood Safety, Hepatitis, STI and HIV (BSHSH) Division is the national centre for surveillance of hepatitis, HIV and other sexually transmitted infections (STIs) in England. It is based in Colindale, north London. The Division consists of around 100 permanent and project-funded medical, scientific, technical and administrative staff including epidemiologists, public health specialists, microbiologists, virologists, data managers, statisticians and IT specialists. The Division works closely with other Divisions, particularly Immunisation and Vaccine-Preventable Diseases, Health Equity, Healthcare Associated Infections and Antimicrobial Resistance and Reference and Specialist Microbiology Services and with the Analytics and Data Sciences Directorate and Health Protection Operations. The Division also works in partnership with both national and regional teams in the Office for Health Improvement and Disparities (OHID), NHS England and NHS Improvement and NHSBT. The Division is also closely involved with the work of the NIHR-funded Health Protection Research Units, which are collaborative ventures involving UKHSA and academia.

The postholder will be expected to lead on the implementation and management of one or more surveillance systems within the department. This post will require project management and management of staff. The postholder will lead on behalf of the department on developing and designing datasets, managing the collation and validation of data, and the timely production of outputs (e.g. reports and articles). The postholder will be expected to lead on the analysis of datasets, to provide advice and guidance on specialist aspects of the analyses, to interpret and prepare scientific reports and articles about the results, and to undertake further research. The postholder will contribute to the teaching activities of the department.
The postholder will be expected to cope with multiple and changing demands, and to meet tight deadlines. The postholder will be expected to have a high level of intellectual rigour and to advise and make recommendations regarding the development of strategy and implementation of systems. A high level of tact and diplomacy is required and an ability to understand other cultures to enable effective working across organisational boundaries and influencing without authority.

Main Duties and Responsibilities
Surveillance and Prevention Monitoring:
- Develop and utilise information and intelligence systems to underpin public health action across disciplines and organisations, and lead on collation and interpretation of relevant data to develop the most appropriate analyses from a range of sources
- Have responsibility for the development and productivity of one or more information systems in the HIV/STI Department, and spanning departments and organisations when necessary, relating to work-areas
- Undertake specialist and complex analyses of quantitative and/or qualitative datasets which will require selection of the best option from a range of possible solutions
- Analyse and evaluate quantitative and qualitative data and research evidence from a range of sources to make recommendations and inform decision making which may have long-term impacts
- Receive, interpret, provide and advise on highly complex epidemiological and statistical information about the health of populations to the NHS, Department of Health and Social Care and others, and challenge or respond to differing opinions
Specialist Advice and Evaluation
- Influence external agencies in their public health policy decisions by working with complex professional, managerial and population groups and other organisations in the statutory, non-statutory and private sectors
- Communicate effectively and diplomatically research and other specialist information with colleagues from own or other disciplines and present findings at local, national and international meetings and conferences
- Write and/or contribute to national and local policy setting reports, as well as peer-reviewed scientific journals, on the health of the population
Management
- Supervision and management of staff including their day-to-day management
- Contribute to the formulation of department divisional budgets and financial initiatives
Research and Development
- Undertake discrete public health research, research or audit projects and pursue external funding for research and development
- Develop links with academic centres and other centres as appropriate to ensure the work of the UKHSA is based on a sound research and evidence base
Teaching and training
- Assist in teaching and training courses run at Colindale and outside, by producing presentation materials and assist in HIV/STI lectures
Essential criteria
- Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area
- MSc or equivalent experience in public health, epidemiology, health promotion, healthcare research or similar
- Training in research methods, infectious disease epidemiology, surveillance, prevention and/or public health
- Relevant work experience in public health including time spent undertaking surveillance, behavioural research or health promotion
- Significant experience of successfully operating in a politically sensitive environment
- Evidence of continued professional development
- Experience of communicable disease epidemiology, surveillance and/ or prevention, e.g. HIV or STI
- Demonstrated experience of developing and managing projects in complex and challenging environments, including budgets
- Experience of managing risks and reporting
- Experience of using computers and database software packages (such as Microsoft Excel, PowerPoint, PowerBI)
- Experience of using statistical packages, such as STATA or R
- Experience of interpreting and evaluating epidemiological data

Location
This role is being offered as hybrid working based at our Scientific Campus in Colindale.
We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month)working at our campus.
Based at our scientific campus, you will be required to have a minimum of a Counter Terrorism Check security vetting check as a minimum. For meaningful National Security Vetting checks to be carried out individuals need to have lived in the UK for a sufficient period of time. You should normally have been resident in the United Kingdom for the last 3 years as the role requires Counter Terrorism Check (CTC) clearance. In exceptional circumstances UK residency less than the outlined periods may not necessarily bar you from gaining national security vetting and applicants should contact the Vacancy Holder/Recruiting Manager listed in the advert for further advice.

Salary Information

For posts on UKHSA Civil Service terms and conditions, new entrants to the Civil Service are expected to start on the minimum of the pay band. For existing Civil Servants and roles advertised across government, the rules of transfer apply, i.e., level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive a 10% increase. Either case is determined by whichever is the highest.

For AfC or Medical/Dental posts, you must have the correct professional registration to be appointed. The pay will follow the AfC or Medical & Dental terms & conditions. Future location

The new facilities will start becoming operational in the mid-2030s, with full completion by 2038. Staff will move in phases as facilities become available. If you're appointed to a role currently based at Canary Wharf, Colindale or Porton Down, please note that we'll continue investing in these sites for the next decade.
