The IT Development Manager role offers an exciting opportunity to contribute to a service that is delivering meaningful, positive change for our users and patients. You will lead a multi‑disciplinary team responsible for developing and maintaining digital products and services that enhance and support the Trust’s digital estate.
As the key technical leadership role within the service, you will set the strategic direction for software development, ensuring that team members are well led, professionally supported, and empowered to deliver high‑quality outcomes. You will be accountable for ensuring that all digital solutions are robust, secure, scalable, and aligned to user needs and organisational priorities.
You will work closely with Programme Management, Digital Health, and IT Service Delivery teams to provide strategic technical input, assurance, and guidance helping to shape the future of digital services across the Trust.

The post holder will be required to act as IT Development Manager and have the following responsibilities.
- Advise developers in design of new applications by providing expertise on systems capabilities and constraints
- Lead technical implementation and development efforts on large, highly complex projects
- Provide expert technical advice and counsel to management and to less experienced developers
- Work outside immediate discipline to coordinate a group of people in troubleshooting a wide-scale problems across several areas or disciplines to solve major system outages with high impact or visibility
- Identify systems integration required to support business application needs.
- Assess change implementation options, benefits and risks, and recommends most appropriate direction
- Develop disaster recovery policies
- Set up the most complex development environments
- Understanding of Operating Systems (Unix and Windows) for multiple critical applications
- Define project scope, objectives, and client requirements
- Create project schedule, cost/financial plan, risk mitigation plan, communications plan, quality plan, change control plan, and resource plan to meet project goals within the project scope, timeline, and budget
- Create a participative, collaborative work environment
- Mentor and coach for development team members
- Balance development of personnel needs with requirements of engagement
- Identify and communicate follow-on opportunities and implications of current work.

The post holder will support the Head of IT Service Delivery, and will:
- Direct and effectively manage system development change as required.
- Be responsible for the leadership, management and performance of two teams of developers.
- Lead on any other IT Services initiatives / activities as directed by the Head of IT Service Delivery.
- Be responsible for the development and delivery of a comprehensive portfolio of work comprising of programmes, projects, technical requests and feasibility studies. This includes managing priorities with clients, tracking and reporting.
- Participate in design and discovery sessions for enterprise solutions and complex projects.
- Be capable of serving as a technical lead for enterprise roll-out solutions.
- Ensure that assigned projects are completed to time and budget constraints.
- Ensure testing and quality requirements are met, and support the development of organisational testing standards.
- Ensure the timely and accurate production of status reports for senior management, the Trust Board, as required by Monitor and the Strategic Health Authority.
- Work with Trust staff, partners and vendors to deploy production applications.
- Formally document, present and organise necessary design and documentation for complex integration or process change.
- Develop business cases where required to gain financial approval for system infrastructure or process change.
- Maintain a register of development activity risks and issues, including mitigation plans. Ensuring that these are escalated and acted upon effectively.
- Provide advice / guidance on development related processes and controls, building an improved organisational understanding and capability.
- Work with vendor/partner and analysts to design a go live plan for implementation of systems taking into consideration data, timing and current business processes. Address any data issues such as back-loading or converting data as needed.
- Roll out systems with minimal interruption to users and the Trust.
- Provide ongoing troubleshooting, support and maintenance of developed systems, including potential 24/7 on call coverage.
- Deputise for the Head of IT Service Delivery as required.
