At the UK Health Security Agency (UKHSA), we have a variety of HEO Project Delivery roles available, including Project Support Officer, Assistant Project Manager, and Portfolio Analyst. These roles play a vital part in our mission to protect the nation from health threats.
Candidates who are invited to interview will be asked to express their preference in the roles that they are interested in. Successful candidates will join one of our diverse projects, programmes, or portfolio offices, with opportunities to contribute to initiatives such as:
- Supporting the delivery of major change programmes within UKHSA’s portfolio, aligned with the organisation’s strategic objectives

Project Support Officer -
This role covers a diverse range of activities to support the delivery of the project’s objectives, which will typically be moderate in complexity.
You will:
- enable the smooth running of the project by supporting the Project Manager through the operation of project management processes, and the co-ordination of business management actions and activities on their behalf.
Assistant Project Manager -
You will:
- lead on the day to day running of a project(s), which will typically be very low to low in complexity
- be responsible for overseeing the delivery of the project, ensuring that the objectives are clearly defined and achieved within the agreed time, cost, and quality constraints
- have a key role in project governance and will work with stakeholders to ensure the agreed project outputs are delivered to enable benefit realisation.
Portfolio Analyst -
You will:
- be responsible for the oversight of a collection of programmes or projects that contribute to the delivery of departmental or business area objectives
- focus primarily on providing insight, information and support that strengthens portfolio governance and enables prioritisation decisions and effective allocation of resources across the portfolio. This will be through the analysis of information sources and engagement with programme and project stakeholders
- use the appropriate reporting method to convert this insight to inform decision making.
These roles are government project delivery profession roles and are part of UKHSA’s project delivery resource model. They are aligned to the Project Delivery Capability Framework (PDCF).
The job holder will be supported to work towards achieving Government Project Delivery Accreditation where they do not already hold this.

Detailed job description and main responsibilities
Project Support Officer:
- Implement and maintain systems to enable effective planning and scheduling.
- Implement and maintain project controls.
- Prepare and produce project status reports, performance data and research new information.
- Manage and monitor compliance of the project in line with UKHSA guidelines and legislation, including Health & Safety, Equality & Diversity, Security.
- Support the Project Manager with workforce planning.
- Manage the procurement of project supplies and services within Delegated Financial Authority limits.
- Build and maintain strong professional relationships with a wide range of internal and external stakeholders.
- Draft and sign off correspondence.
- Act as point of contact for project responses to requests for information and signpost accordingly.
- Monitor the project spend, compile budgets, and support the development of business cases.
- Maintain the project asset register.
- Maintain the project risk and issues log, working with risk managers to resolve issues and escalating where appropriate.
- Use data analytics and digital tools to present project information, sharing in line with data standards.
- Be an active member of the UKHSA Project Delivery Profession Community.
Assistant Project Manager:
- Manage the day to day running of the project, leading it to deliver agreed outcomes within time, cost, and quality constraints.
- Build project plans and apply appropriate delivery methodology. Set project controls and track and report against milestones.
- Co-ordinate the development of the business case.
- Monitor and track project spend, ensuring it is within budget.
- Plan and manage resources to deliver the project.
- Identify benefits and ensure these are understood, measured, tracked, and owned; monitoring the longer-term delivery of benefits against the business case.
- Develop effective relationships with key stakeholders.
- Identify and monitor project risks and issues, developing mitigating actions and escalation processes.
- Provide project reports and support effective governance and decision making.
- Support project assurance, audit, and gateway reviews.
- Set up effective change management processes, including documenting agreed changes to the project deliverables.
- Use digital tools to analyse data, forecast, plan and mitigate actions and exploit opportunities.
- Promote individual and team performance, seek appropriate guidance and coaching from the project community.
- Be an active member of the UKHSA Project Delivery Profession Community.
Portfolio Analyst:
- Support your Line Manager by collaborating with business areas to identify and categorise new projects.
- Co-ordinate reporting requirements by the projects/programmes to support the analysis of the Portfolio performance.
- Provide secretariat support ensuring the smooth functioning and running of governance boards and ad hoc meetings.
- Maintain the portfolio delivery map and critical path to monitor project progress. Recognise and track interdependencies across change projects.
- Identify and monitor portfolio risks (threats and opportunities) and escalate as appropriate.
- Use digital tools and data analysis to provide insights to support informed decision making.
- Gather and collate information to support your Line Manager in developing mechanisms for measuring benefits.
- Engage with a wide range of stakeholders, building strong and trusted relationships.
- Support the Portfolio Manager to communicate and build commitment to a shared vision and sense of purpose
- Ensure teams standards, policies, procedures, and tools are up to date and reflective current ways of working.

Hybrid working - any Core HQ
This role is being offered as hybrid working based at any of our Core HQs. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQs (Birmingham, Leeds, Liverpool, and London). Our core HQ offices are modern and newly refurbished with excellent city centre transport links and benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

For posts on UKHSA Civil Service terms and conditions, new entrants to the Civil Service are expected to start on the minimum of the pay band. For existing Civil Servants and roles advertised across government, the rules of transfer apply, i.e., level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive a 10% increase. Either case is determined by whichever is the highest.
The Civil Service pay structure and progression is different from NHS Agenda for Change (AfC), most local authority pay grades and other systems that have annual pay increments. For further details, please refer to the Information Sheet- Starting Salaries & Benefits attachment.
For AfC or Medical/Dental posts, you must have the correct professional registration to be appointed. The pay will follow the AfC or Medical & Dental terms & conditions. Future location
UKHSA is investing in a new state-of-the-art National Biosecurity Centre in Harlow, Essex, which will eventually bring together teams currently based at Canary Wharf, Colindale and Porton Down. For more details, please see: Huge biosecurity centre investment to boost pandemic protection - GOV.UK.
The new facilities will start becoming operational in the mid-2030s, with full completion by 2038. Staff will move in phases as facilities become available. If you're appointed to a role currently based at Canary Wharf, Colindale or Porton Down, please note that we'll continue investing in these sites for the next decade. As we get closer to the transition, we'll provide full information about relocation support available to staff.
