Job overview
We are seeking to recruit a passionate, knowledgeable and dynamic emergency planning and business continuity professional to join our Emergency Preparedness Resilience and Response (EPRR) team at Sussex Partnership Foundation NHS Trust (SPFT) in Sussex.
As a EPRR practitioner, your goal is to support the Trust in its ability to plan for and respond to emergency incidents. You will be joining a small team who offer a friendly and supportive environment, dedicated to providing a high-quality service to the trust. Our core service includes meeting the needs of the NHSE EPRR Core Standards, including major, critical and business continuity planning, training and exercising, incident response and debriefing and assessing local risks within Sussex which may affect the trusts critical services.
You will be required to work with division and service leads across Sussex and support them in their emergency planning arrangements, including planning, training, exercising, supporting response and debriefing.

Act as the Trust’s EPRR subject matter expert, providing specialist advice and guidance on emergency planning, resilience, business continuity, and incident response
Support the development, implementation, and maintenance of the Trust’s EPRR and BC programmes, ensuring compliance with relevant legislation, NHS England EPRR Frameworks and guidance.
Coordinate and manage the Trust’s annual NHS England EPRR Core Standards self-assessment process, supporting assurance and compliance reporting.
Design, deliver, and evaluate EPRR and BC training and exercising programmes for staff across the organisation, including debriefing and ensuring training meets statutory and national requirements.
Support the operational response to incidents, emergencies, and business continuity disruptions, providing specialist advice and coordinating EPRR activities as required.
Establish and maintain effective working relationships with internal and external stakeholders.
Represent the Trust at EPRR meetings, exercises, forums, and resilience groups, ensuring relevant information is disseminated and acted upon within the organisation.
Work closely with operational and corporate services to ensure robust business continuity arrangements are embedded across the Trust and supported by appropriate contingency plans.
Maintain accurate EPRR records, documentation, and assurance evidence, ensuring information is managed appropriately and best practice is shared across the organisation.

Detailed job description and main responsibilities
In order to be a successful Emergency Planning Practitioner in our team you will be:
- - Experienced in business continuity, emergency planning and response
- - Comfortable in planning and delivering training and exercises, virtually and in person
- - Working with a variety of services across the trust to meet the EPRR core standards and needs of the trust.
Flexibility with working patterns/condensed hours can be considered. SPFT staff have the capacity to work from home remotely where applicable and in agreement with your line manager. Own transport is required as the role involves travel across the whole Sussex County area on occasions.
MAIN DUTIES
The role of the Emergency Preparedness Resilience & Response (EPRR) service is to ensure the organisation complies with it's statutory obligations regarding Emergency Preparedness, Resilience and Response to ensure the Trust maintains is operational capability as far as is reasonably practical during an emergency/incident.
The EPRR Manager will be an expert for all EPRR matters within the Trust and act as a conduit for all guidance and information whilst promoting and embedding a positive culture of EPRR across SPFT.
The EPRR Manager will support the Head of EPPR in co-ordinating and embedding the Trust’s emergency response plans including business continuity plans, EPRR culture, and associated processes in line with the Civil Contingencies Act and NHS England EPRR core standards.
The post holder will work towards defined results and will work closely with partner organisations to support system resilience and to contribute to forums that enable the sharing of best practice, peer review and collaborative working.
Reporting to the Head of EPRR, the post holder will be responsible for the safe, efficient, effective and co-ordinated EPRR function for the Trust’s Emergency Preparedness, Resilience and Recovery (EPRR). The EPRR Manager will be the deputy for the Head of EPRR as required.
The post holder will ensure the Trust meets its statutory regulatory and NHS requirements and ensuring alignment with the activity of the Trust under the Civil Contingencies Act (2004) and complies with all relevant EPRR guidance for the NHS, non-statutory guidance that accompanies the Civil Contingencies Act including business continuity and resilience preparedness.
The post holder will support interpreting, risk assessing, planning and managing the development and implementation of all arrangements relating to SPFT preparedness, resilience, ability to respond to incidents and emergencies as defined in the Civil Contingencies Act 2004.
Ensuring national and local standards are met including Care Quality Commission (CQC) Standards and NHS EPRR national contract standards across all sites and preparing for the annual Core Standards submission.
The post holder will be responsible for compiling the Trust annual business plan in relation to EPRR, developing the strategy for each area of activity to secure delivery of EPRR compliance, ensuring compliance with local, regional and national guidance and ensuring implementation and that performance targets and strategic objectives are met.
The post holder is responsible for the end to end procurement process of mass notification systems.
The post holder will manage the training and exercising program for the Trust and will be expected to travel to SPFT locations across Sussex to ensure training and exercising delivery requirements are met.

Qualifications
Essential criteria
- Educated to degree level in relevant subject or equivalent level qualification with specialist training to masters or equivalent level.
- Professional emergency planning or business continuity qualification, DipHEPRR or equivalent
- Recognised training qualification or willingness to work towards (e.g. City & Guilds Level 3 award in education & training, PTTLS, CTLS etc)
- Experience of continuing professional development and other significant training and experience in a workplace setting
Knowledge/Experience

- Subject matter expertise in Emergency Preparedness Resilience and Response
- Experience of emergency planning and business continuity within an area such as the NHS, CCG or local authority ideally within the NHS.
- Knowledge of resilience legislation and guidance including the Civil Contingencies Act 2004.
- Knowledge Demonstrable senior management experience.
- Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement
- Experience of delivering against competing priorities and deadlines while also directing the work of teams/individuals.
- Up to date knowledge of the local and national agenda in relation to resilience
- Experience of creating and giving presentations to a varied group of internal and external stakeholders
