Job overview
An opportunity has arisen to appoint an Informatics and Data Analyst within the Informatics & Data Services team of Public Health Wales NHS Trust. The post holder will undertake information management, reporting and analysis duties, as well as provide systems training and support for a wide range of services including Screening and Microbiology.

To be considered for the position you will have a degree in a numerate subject or equivalent relevant experience. You will have demonstrable experience of the management and analysis of large datasets together with report generation. We are looking for a highly computer literate, team focused individual with good organisational and communication skills, who has the ability to work with all types and grades of staff.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Communication and Relationship Skills
- The requirement for this post is to develop, present and disseminate complex information. That information may well be sensitive in nature and may be very contentious, particularly in relation to research and clinical audit.
- The post holder will develop new processes for handling information.
- The role requires training and supporting staff to use a variety of IT systems, to promote data quality.
Knowledge, Training and Experience
- The post holder will be qualified to a degree level (or equivalent experience), preferably in a numerate subject such as statistics.
- A training qualification would be beneficial, as would previous experience of training and support of others.
- The post holder will have evidence of previous experience collating information and generating reports from the analysis of raw data and be able to present complex information to staff of all levels.
- Maintain high professional standards by continual professional development, keeping up to date with advances in information technology and national IT developments.
Analytical and Judgemental Skills
- The post holder will be able to analyse, interpret and present complex data in a variety of formats, at different levels for a variety of audiences.
- The post holder will need to undertake audits of clinical data where required, identifying data quality issues, correcting errors on information reports.
- To provide training and support to staff with different levels of computer literacy.
- To assist with scoping, specifying and user assurance testing of new software developments, identifying any impact on data requirements.
Planning and Organisational Skills
- The post holder will be required to plan and organise their own workload to meet deadlines, adjusting priorities at short notice with a variable workload.
- The post holder will also, in conjunction with the Informatics and Data Services (IDS) Team, plan and organise the team work plan, ensuring all routine monitoring reports and deadlines are listed and up to date and that reports are released as scheduled.
Physical Skills
- Advanced keyboard skills, requiring accurate data entry.
- Able to learn new computer skills as required.
- May be required to travel to locations across Wales and stay away overnight.
Responsibility for Patient / Client Care
- Contact with Patients/Clients is incidental but there may be occasions where the post holder will be required to clarify informatics issues relating to patients/clients/members of the public.
Responsibility for Policy / Service Development Implementation
- The post holder will be expected to assess the effectiveness of existing policies in respect of the production and dissemination of information and recommend alternative services in the light of emerging IM&T technologies. It is also the responsibility of the post-holder to develop alternative services and ensure appropriate changes are made to policies, including the delivery of any necessary training.
- To assist in the development and monitoring of informatics policies, strategies and procedures within the Informatics Team.
- Collating and reporting information, suggesting new reports to quality assure databases and evaluate
- To assist in the implementation of new policy and service development by training staff to use the modified IT systems to support such implementation.
Responsibility for Financial and Physical Resources
- Assist in the production of information to be included on business cases as and when required.
Responsibility for Human Resources
- Assist in the training and development of new staff within the IDS Team consisting of several teams/functions within the Trust’s informatics division.
- Provide documentation, train and develop existing staff.
- The post holder will be encouraged to be an active member of the Trust’s management and leadership training programme.
Responsibility for Informatics Resources
- Manipulate and load the data for the Trust’s screening / microbiology data warehouse.
- To analyse and monitor data completeness and contribute to the improvement of data quality.
- Involved in the design of new IT systems or amendments to existing systems.
- Involved in testing and training users on new functionality developed, including the production of training materials.
- Assist the Service Desk with second line IT system support.
- Develop and provide regular routine and ad hoc statistical reports and provide data as requested for queries, audits and research projects.
- Prepare presentations and check data being published.
Responsibility for Research and Development
- To assist in the development of IT systems required to capture clinical information for research and development purposes.
- Undertake audit of systems and services to improve data quality and produce management information.
- Assist with research as required by the Trust’s R&D department.
Freedom to Act
- Undertake tasks as assigned by senior members of the IDS Team.
- To use own judgement and liaise with appropriate staff where necessary to ensure that only appropriate, authorised information is released, referring to their manager when necessary.
- Responsible for handling patient identifiable data in compliance with data protection legislation.
- Actively promote clinical data quality amongst teams through training and data reporting.
- Attend meetings and agree to undertake work that is appropriate to the role.
Physical Effort
- Desk based with occasional requirement to attend meetings off site.
Mental Effort
- There is occasional prolonged concentration writing reports and analysing information.
- Occasional concentration required when testing new software developments and producing training materials.
- Adaptable approach to large volume and variety of work to be completed under pressure within tight deadlines.
- Interpretation of reports / satisfaction questionnaires relating to staff or clinical data.
Emotional Effort
- Frequently required to work in sensitive areas that may be emotionally challenging such as child death reviews and cancer work.
Working Conditions
- Use VDU equipment more or less continuously on most days.
- Occasionally travel to other areas of Wales and stay overnight in the course of duties.
Other duties may be required over time and will be discussed with the post-holder and staff representatives as appropriate.

The salary scale shown is for a full-time member of staff, with the amount being adjusted pro rata for those working less than 37.5 hours per week.
In general, anyone joining our Trust who has not previously worked in the NHS will, by default, start on the first point of the advertised pay band. Pay progression will then be determined by annual Performance and Development Reviews in accordance with the NHS Wales Pay Progression Policy.
