The HRA is a Non Departmental Public Body with the remit to protect and promote the interests of patients and the public in health and social care research. We do this by supporting and promoting a robust and efficient regulatory and governance framework in the UK. We provide the Research Ethics Service (RES), Confidentiality Advice function, assessments and assurances on behalf of the NHS, and learning, guidance and advice for the research community. Our ambition is to make the UK a great place to do research, where more money invested in research goes into carrying out relevant, good quality research.
Our purpose is to ensure that research involving NHS patients and members of the public is approved through a proportionate and robust system, that they are provided with the information they need to help them decide whether they wish to take part, and that their opportunity to do so is maximised by simplifying the processes by which high quality research is assessed. We have already delivered significant improvements by centralising and simplifying the approval of research in the NHS in England, and are undertaking a range of significant programmes to deliver further improvements.
Job overview
The guidance and advice function supports the research community in the UK by publishing guidance, online tools and step by step guides as well as by responding to queries received through HRA and IRAS queries lines.
This role is responsible for the effective delivery and development of the guidance and advice function.
This role will be primary point of contact for colleagues, internal and external to the HRA, who need support from the guidance and advice team.
The postholder will ensure that the needs of a variety of stakeholder groups are understood and met as well as collaborating with key internal and external stakeholders. The post-holder will also be expected to bring together complex information from a range of sources and work in collaboration with colleagues across the relevant HRA Directorates as well as colleagues external to the HRA.

The post-holder, working with other members of the guidance and advice team, HRA colleagues and stakeholders, is expected to make a substantive contribution to this core function. The role demands attention to detail, commitment to excellent customer service and a detailed knowledge of the regulatory and governance requirements for health and social care research, and the lifecycle of health research, in the UK. |

Detailed job description and main responsibilities
This role sits within the HRA Approvals Service directorate which consists of various teams that all work together to provide the appropriate approval for health research in England and, for some applications, across the UK.
This directorate is responsible for:
- Delivering HRA Approval
- Supporting the Confidentiality Advisory Group and advising on the use of confidential patient information without consent
- Working to refine the systems and processes researchers need to follow to ensure a swift, robust and simple experience
- Providing guidance to applicants
- Providing training
- Working collaboratively with external partners to improve the research
environment

Qualifications
Essential criteria
- Degree qualification or extensive portfolio of evidence or equivalent level of experience or achievement.
- Evidence of commitment to ongoing professional and personal development
Desirable criteria
- Post-graduate qualification, preferably in scientific discipline, law/ethics or management
- Project management qualification or equivalent experience
Knowledge, Skills and Expertise
Essential criteria
- Proven interest and experience in health and social care research in the UK
- Thorough understanding of the role and remit of the HRA
- Expert understanding and knowledge of relevant legislation and policy that applies to health research in the UK, such as the Human Tissue Act, Mental Capacity Act, Data Protection Act, Clinical Trials legislation
- Expert understanding of the research approval, NHS governance and ethical review processes for UK health research
- Expert understanding of research methodologies and appropriate legislative and governance arrangements for different research types
- Ability to work in a dynamic and rapidly evolving environment with minimal supervision
Desirable criteria
- Awareness of NIHR clinical research network structures in England and/ or equivalent arrangements in devolved administrations
Experience
Essential criteria
- Experience of working within the public sector, NHS, higher education, and/or clinical research
- Experience of developing guidance, standard operating procedures or policy
- Line management / team management experience or equivalent competence
Desirable criteria
- Experience of conducting health research as a study co-ordinator, trial manager, investigator, research nurse or clinical research scientist
- Experience of developing guidance, standard operating procedures or policy for health research
- Customer service / change management/ service improvement experience
- Experience of processing research applications through at least one part of the UK research approvals system (for example as a sponsor, regulator, NHS/HSC R&D)
